La inestabilidad económica, la autocensura y la relación con el poder son influencias negativas aún más fuertes en las zonas fronterizas del norte del país.

En esta tercera edición, el programa seleccionará a dos medios nativos digitales que accederán a una consultoría para fortalecer y diversificar el ecosistema de medios en un entorno complejo y a la vez extremadamente necesario debido a los movimientos poblacionales que está experimentando la región.

Durante los 6 meses del programa (de junio a noviembre), los medios seleccionados participarán en reuniones mensuales con consultores que los ayudarán a ejecutar su plan de acción.

Buscamos nativos digitales o con una estrategia de crecimiento centrada en lo digital. Los proyectos «nativos digitales» son todos aquellos que fueron desarrollados y diseñados primordialmente para una audiencia digital.
Estos medios aspiran a la independencia económica, al margen de su posición ideológica. La política editorial y la viabilidad económica no deben depender enteramente de una única corporación, del Estado o de un partido político.
La cobertura se debe concentrar en la frontera entre Estados Unidos y México, es decir en los siete estados target del Hub de Periodismo de Investigación de la Frontera Norte, que son: Tamaulipas, Baja California, Baja California Sur, Sonora, Nuevo León, Coahuila, Chihuahua.
Deben cubrir temas de interés público a través de periodismo de investigación, iniciativas de factchecking, periodismo de soluciones y/o noticias locales enfocadas en el área de la frontera.
Deben llevar más de 6 meses de publicación periódica comprobable previo a la aplicación y tener por lo menos tres (3) integrantes dentro de su equipo.
Estamos buscando medios con una mayoría de contenidos originales en español.
Deberán estar legalmente constituidos como tales a los efectos de poder recibir los fondos, o a nombre de una persona física con actividad empresarial. Los entes fiscales más comunes ante notario público y que, por ende, tienen cuenta a nombre de la empresa pueden ser:
- SAPI: Sociedades Anónimas Promotoras de Inversión de Capital Variable
- SA de CV: Sociedad Anónima de Capital Variable
- SC: Sociedad Civil
- AC: Asociación Civil
Muchos de los periodistas en México están registrados como Persona Física con Actividad Empresarial.
Los medios también puedan participar con el apoyo de un ONG u otra organización legalmente constituida que sirva como su “sponsor fiscal”.
Podrán aplicar proyectos con o sin fines de lucro, nativos de redes sociales y blogs cuya vocación sea periodística.
Una vez comenzado el proceso de selección, el medio deberá estar listo para presentar su propuesta de modelo de negocio y acreditar todas las fuentes de ingreso previamente mencionadas.

Circulará una carta de compromiso con los ganadores para asegurar el cumplimiento de ciertas pautas. El incumplimiento de las mismas tendrá como consecuencia la cancelación de la participación del medio en el programa.

Quienes avancen a la segunda fase de SembraMex deberán cumplir con una serie de requisitos que serán evaluados periódicamente:

Provisión de datos (analíticas) sobre el medio: acceso a dashboards de tráfico a web, redes sociales, newsletters y de cualquier otro tipo que producto que generen.
Persona de contacto designada: cada medio designará una persona de contacto con SembraMex. Si bien las consultorías podrán estar dedicadas a diferentes integrantes del equipo, esta persona será la encargada de articular y deberá sostenerse de principio a fin de la consultoría.
Asistencia y tiempos de cancelación de las sesiones: en SembraMex se trabajará con encuentros semanales con el consultor estratégico, en un horario establecido previamente entre consultor estratégico y grantees. Ante una eventualidad, podrá solicitarse una reprogramación de la sesión 48 horas antes del encuentro previamente pactado.
En caso de faltar a 3 reuniones sin justificación válida ni preaviso, sea a un encuentro con un consultor estratégico o con un consultor táctico, SembraMex se reserva el derecho de no enviar los pagos correspondientes y suspender el avance del programa.
Compromiso con provisión de información para realización de caso de estudio sobre el final del programa (No será publicado sin consentimiento del medio).
Antes de iniciar la consultoría, se desarrollará un diagnóstico o assessment por parte del consultor estratégico. Este assessment dará paso a la redacción de un plan de acción y a una planificación semanal de cómo se trabajará para acceder a los objetivos previamente establecidos. El incumplimiento del compromiso por parte del medio en el avance de la implementación de estas medidas habilita a SembraMex a no enviar los pagos correspondientes y, eventualmente, a suspender la participación del medio en el programa.

SembraMex proveerá recursos y un consultor estratégico que se encargará de las siguientes tareas:

Realizar un diagnóstico del medio
Desarrollar un plan de acción para el programa a convenir con el medio apoyado
Proveer una herramienta de medición de analíticas que pueda ajustarse al proyecto
Coordinar las consultorías tácticas para que el medio pueda avanzar en el fortalecimiento de su área de sostenibilidad, liderazgo, formación de equipos, marketing, contabilidad y otras áreas identificadas por el consultor estratégico en el diagnóstico del medio.
Revisar reportes financieros y de analíticas de forma mensual con los grantees a fin de monitorear fluctuaciones y resultados de experimentos e iniciativas realizadas en el marco del programa.

ICFJ: El Centro Internacional Para Periodistas capacita a profesionales para brindar noticias confiables y esenciales para el desarrollo de las sociedades. Trabajando en el nexo entre el periodismo y la tecnología, ICFJ ayuda a mejorar las habilidades narrativas de reporteros de todo el mundo y promueve un periodismo de alto impacto que conduzca a mejores vidas.

ICFJ ha trabajado con más de 100,000 periodistas, estudiantes y tecnólogos de 180 países desde 1984. Conduce hasta 75 programas cada año, incluyendo la formación de redes de reporteros de investigación, intercambios entre periodistas de todo el mundo y capacitación en el uso de herramientas digitales.

Los participantes de los programas de ICFJ han producido periodismo que mejoran sus sociedades de forma tangible — provocando gobiernos más transparentes, comunidades más saludables y un medio ambiente más limpio—. En una época de hostigamiento global a la profesión, ICFJ lucha para asegurar que los medios de comunicación puedan llevar a cabo el papel esencial de informar a sus audiencias.

Border Center: El Border Center es un programa de cinco años dirigido por el Centro Internacional para Periodistas (ICFJ, por sus siglas en inglés) que tiene como objetivo apoyar la transparencia de la información sobre corrupción en México con la intención de disuadirla, mediante el fortalecimiento de las habilidades investigativas de periodistas.

A través del Hub de Periodismo de Investigación de la Frontera Norte, los periodistas de los estados fronterizos de México perfeccionan sus habilidades identificando y cubriendo temas relacionados con la corrupción.

El programa se apoya en la idea de que una mayor calidad de los reportajes sobre estas cuestiones ayudará a fortalecer la supervisión pública y aumentará la responsabilidad en el uso gubernamental de los fondos públicos.
